Article 2.—LOTTERY RETAILERS

111-2-332. Cosentino’s Price Chopper Grocery Give-A-Way. (a) The term of this promotion shall begin at 5:00 a.m. on January 5, 2026, and end at 8:59 p.m. on January 18, 2026.

(b) During the term of this promotion with participating chain numbers 1436 and 1732 Cosentino’s Price Chopper stores in Kansas, the player shall receive an entry for the “Grocery Give-A-Way” promotion drawing for each qualifying purchase. A qualifying purchase shall be a Super Kansas Cash purchase of $3 or more on a single ticket. Lottery terminals shall automatically dispense an entry form for each qualifying purchase at participating retailers during the term of this promotion. The qualifying purchase may be for a single draw or for multiple draws.

(c) During the term of this promotion, sealed drop boxes for the deposit of entries shall be provided by the Kansas lottery and placed at all participating retailer locations. All drop boxes shall be collected by participating retailers’ personnel at the end of the promotion and held for Kansas lottery personnel to conduct the drawing.

(d) Entry into the “Grocery Give-A-Way” promotion shall be accomplished as follows:

(1) During the term of this promotion, with every qualifying purchase an entry form shall be automatically produced by the lottery online terminal.

(2) The purchaser must complete the information on the entry form in a legible manner. Only one name shall appear on each entry form.

(3) The completed entry form must be placed into the designated drawing receptacle provided at any participating retailer location no later than 8:59 p.m. on January 18, 2026.

(4) The holder of the entry is not required to personally attend the drawing or be present at the time of the drawing to be determined a winner.

(5) The drawing shall be conducted by Kansas lottery personnel at Cosentino’s corporate office or at each participating retailer location during the week of January 18, 2026. One winner and two alternate entries per store shall be drawn using a bare arm technique, while looking away from the receptacle and removing only one ticket at a time from the receptacle in which all entries were placed.

(6) Only entry forms obtained during the term of this promotion may be entered in the drawing.

(e) The person whose name appears on the first entry drawn, for each participating retailer, shall be the winner of a $100 Cosentino’s gift card. The second and third entries drawn, for each participating retailer, shall be marked 1A and 2A in the order drawn and shall be used as alternate winners in the event the prize winner cannot be contacted or does not qualify under the terms of this promotion to win a prize. The winner shall be contacted by phone at the phone number listed by the entrant on the entry form. The winner shall be instructed on how to verify his or her personal identification. If the winning entry does not qualify under the terms of this promotion or the winner is not able to be contacted within seven days from the date of the drawing, the prize shall be awarded to the first alternate winner in the same manner as the original winner. If the alternate winning entry does not qualify under the terms of this promotion or the alternate winner is not able to be contacted within 14 days from the date of the drawing, the prize shall be awarded to the second alternate winner in the same manner as the first alternate winner. If the second alternate winning entry does not qualify under the terms of this promotion or the second alternate winner is not able to be contacted within 21 days from the date of the drawing, the prize shall not be awarded. A claim form is not required to claim a prize in this drawing.

(f) The Kansas lottery shall reimburse each participating retailer a $75 instant ticket credit. Cosentino’s will pay the additional $25 per store for the total $100 prize.

(g) There is no limit on the number of entries a person may make, but each person may only win once regardless of the place of entry.

(h) Eligible entrants in the promotion must be 18 years of age or older, and may not be an employee of any Cosentino’s Price Chopper store in Kansas. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

(f) “10X” is a key number match game with an instant win and a multiplier feature. The player will scratch the play area to reveal one “WINNING NUMBER” and five “YOUR NUMBERS” with a prize amount shown below each of the “YOUR NUMBERS.” If the player matches the “WINNING NUMBER” to any of the “YOUR NUMBERS,” the player wins the prize amount shown below that number. If the player reveals a symbol of a 10X, the player wins 10 times the prize shown.

(g) Each ticket in this game may win up to five times.

(h) Approximately 2,100,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 300,000 tickets, and the same odds as were contained in the initial ticket order.

Article 5.—MULTI-STATE ONLINE GAMES AND DRAWINGS

111-5-253. Name of game; rules and regulations. The Kansas lottery may conduct a game entitled “Millionaire for Life” beginning on or after February 22, 2026. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-5-254. Definitions. The following definitions apply to the “Millionaire for Life” game:

(a) “Annuitized payment option” means the manner in which the game’s top prize and second prize may, upon the winner’s request, be paid in equal payments or installments. The annuitized payment option shall be calculated on an annual basis. The schedule of payments shall be at the discretion of the Kansas Lottery.

(b) “Board” means that portion of a play slip where a player selects the numbers they want to play in a drawing.

(c) “Cash Option” shall mean the manner in which the game’s top prize and second prize may, upon the winner’s request, be paid in one single cash payment as an alternative to the annuitized payment option.

(d) “Claimant” or “Winner” means any one natural person submitting a claim form for one winning game ticket or evidence of registered play within the required prize claim period.

(e) “Deferred Annuity Portion” means the portion of the annuitized payment option paid once the winner exceeds the guaranteed annuity portion.

(f) “Drawing” or “Draw” means the formal process of randomly selecting winning numbers that conclusively determines the number of winners for each prize level of the game.

(g) “Game Ticket” or “Ticket” means a terminal-printed evidence of game play that represents one or more wagers accepted by the Kansas Lottery’s online gaming system, meeting the specifications defined in these rules.

(h) “Guaranteed Annuity Portion” means the portion of the annuity option where a winner is guaranteed annuity payments.

(i) “Liability Limit” in Kansas, means the liability of the Kansas Lottery shall be no more than the player’s original ticket price purchase.

(j) “Life” means the natural life of the winner, commencing upon claiming the game’s top or second prize.

(k) “Lump Sum Cash Payment” means the manner in which the game’s top prize or second prize is required to be paid in one single cash payment when the liability limit is exceeded and no annuitized payment option is available, as set forth more fully in these rules.

(l) “Millionaire Ball” means the number selected from the second set of numbers (Matrix 2) in each drawing.

(m) “Multi-draw” means a selection and purchase by a player of one or more plays for future drawings on one ticket, starting with the next scheduled drawing.

(n) “MUSL” means the multi-state lottery association, a government-benefit association wholly owned and operated by the party lotteries.

(o) “Online Gaming System” shall mean a computer wagering system or Internet-based sales system used by a Party Lottery to issue and validate game tickets.

(p) “Play” means a single purchase of the game through selection of five numbers from a field of 58 and one number from a field of five, which together cost $5.00, are played by the player in the game, and constitute a single wager.

(q) “Play Slip” means the card used in marking a player’s game plays or wagers.

(r) “Player” means a natural person(s) who buys a game ticket or tickets in accordance with these official game rules.

(s) “Quick Pick” means the random selection of six numbers resulting in a wager accepted by the Kansas Lottery’s online gaming system.

(t) “Registered Play” means a wager where the play is owned by a specifically identified player through a means acceptable to the selling lottery, and which is recorded on the selling lottery’s central gaming system and internal control system.

(u) “Retailer” means a natural person or legal entity licensed and/or authorized by the Kansas lottery to sell and redeem game tickets.

(v) “Selling Lottery” means the lottery or lotteries that operate the game.

(w) “Set Prize” means a pre-determined prize payout that is paid in a single cash payment. Set prizes shall apply to the lowest seven prize levels and to the top prize and second prize under certain conditions, as set forth in these rules.

(x) “Split Prize” means a pre-determined set prize payout that is divided equally among the number of winning game plays of a prize level. Split prizes shall only apply to the game’s top prize and second prize under certain conditions as set forth in these rules.

(y) “Subscription” means an extended multi-draw purchase option wherein the same sets of numbers may be played for a specified number of consecutive draws effective on a future prescribed date.

(z) “Terminal” means a device, including ticket vending machines, authorized to function in an online interactive mode with the online gaming system for the purpose of issuing and validating lottery transactions.

(aa) “Ticketless Transaction” means any registered play that is not printed on paper that meets the anti-counterfeiting requirements of the selling lottery.

(bb) “Top Prize” means the game’s first prize.

(cc) “Winning Numbers” means the six numbers (the first five numbers from Matrix 1 and one Millionaire Ball number from Matrix 2) that are randomly selected in each drawing and used to determine the winning plays contained on a game ticket. 111-5-255. Drawing procedures. (a) The drawing to select the winning numbers shall be conducted by MUSL at approximately 10:15 p.m. The drawing shall randomly generate, by mechanical means, the winning numbers pursuant to the controls and methods defined by the selling lotteries.

(b) Drawings shall be conducted seven days per week, Monday through Sunday. The time and location of the drawing may be changed by agreement of the selling lotteries, and any such change shall be publicly announced by the selling lotteries.

(c) All drawings shall be open to the public, if requested by any person, and shall be witnessed by an independent certified public accounting firm. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-5-256. Game description and characteristics. (a) For the purposes of identification, the game shall have a designated game number in the Kansas lottery’s online gaming system.

(b) The game is a double matrix-style game, drawn daily, in which players select five unique numbers in the Matrix 1 from one to 58 inclusive, plus one number in the Matrix 2 from one to five inclusive. A player may instead have their numbers selected randomly by requesting a quick pick. The number drawn from the second matrix may be the same as one of the first five numbers selected.

(d) Game tickets shall include, but not be limited to, the player’s number selections, game logo or game name, ticket cost, terminal number, bar code, quick pick (if selected), multi-draw (if selected), serial number, and drawing date. Multi-draw tickets shall visibly show the beginning and ending drawing dates. Game tickets may also include the selling date, time stamp and any other information required for validation of game tickets.

(e) The retail price of this game shall be $5.00 per play.

(f) The Kansas lottery may offer game tickets or plays as a prize in any other lottery game or as free play.

(g) Game tickets may not be sold to or purchased by minors under the age of 18 years.

(h) Winning game tickets may not be cashed or redeemed by minors under the age of 18 years.

(i) Game plays shall not be purchased, nor any prize paid to:

(1) a selling lottery employee, officer, director, board member, or commissioner;

(2) an employee of a selling lottery’s online or central gaming system vendor;

(3) an employee of MUSL;

(4) any person residing in the same household of an individual described in paragraphs (i)(1-4).

(j) A game ticket may not be canceled or voided by returning the game ticket to the retailer or to a selling lottery. A game ticket accepted by the sales retailer as a returned ticket and that is not eligible for re-sale shall be deemed as owned by the bearer thereof. This prohibition also applies to a game ticket that may be printed in error by the sales retailer. No game ticket, or physical portion thereof, that may be used to claim a prize, shall be returned to any selling lottery for credit.

(k) Game sales will end at approximately 8:59 p.m. central time each day a drawing is conducted and resume once the central gaming system is ready to resume sales. Once sales resume, all purchases shall be for the following drawing unless a later drawing is selected by the player.

(l) A game ticket or registered play, subject to the validation requirements detailed in these rules, shall be the only proof of a game play (or plays) and the submission of a winning game ticket to the Kansas lottery or a retailer shall be the sole method of claiming a prize or prizes. Under no circumstances shall a claim be paid for any prize without a winning game ticket or verified registered play. Except as may otherwise be provided by law, lost or missing game tickets may not be honored or processed for payment or replacement.

(m) Players may submit a completed play slip to a retailer to have a game ticket issued. Play slips shall have no pecuniary or prize value, nor shall they constitute evidence of purchase or number selections. The use of facsimiles of play slips, copies of play slips, or other materials that are inserted into the terminal’s play slip reader that are not printed or approved by the Kansas lottery are not permitted. Retailers shall not permit any device to be connected to a terminal to enter plays except as approved by the Kansas lottery.

(n) Players may verbally or in writing communicate their number selections to any retailer to obtain a game ticket. Such number selections shall be manually entered into the terminal by the sales retailer.

(o) Players may request a quick pick game ticket from a retailer or may select the quick pick option on the play slip and submit the completed play slip to any retailer.

(p) Players may purchase one more registered plays from the Kansas lottery using the player loyalty program defined in K.A.R. 111-18-1, et seq.

(q) In connection with the winning numbers drawn, the holder of a winning game ticket may win only one prize per play, board or panel, and shall be entitled only to the prize won by those numbers in the highest matching prize category.

(r) The prize claim period shall be 365 days after the drawing date, except the prize claim period shall be 180 days after the drawing date for registered plays.

(s) It shall be the player’s sole responsibility to verify the accuracy of the game play or plays and the other data printed on the game ticket. The placing of wagers is done at the player’s own risk and the Kansas lottery or a retailer entering a play shall be deemed to be acting on behalf of the player in entering the play or plays. 111-5-257. Prize liability limits, prize payouts, and prize levels. (a) There are nine prize levels in the game. The following rules pertain to each of said prize levels:

(1) Except as provided in these rules, the top prize shall be annuitized and based on a top prize liability that will be split equally among the number of winning game plays. A top prize winner shall be informed of and may request to be paid pursuant to the cash option. Notice of the amount and changes to the cash option shall be posted on the Kansas lottery’s website. Under certain circumstances, as detailed in these rules, the top prize is required to be paid in a single lump sum cash payment and no annuitized payment option is available. Depending upon the number of top prize winners in any single drawing, the following rules apply:

(A) If there is one top prize winner, the annuitized prize value will be $1,000,000.00 per year for life. As an alternative to the annuitized payment option, the top prize winner may request the top prize cash option, which shall be $18,000,000.00 unless a different amount is agreed to between the selling lotteries and posted on the Kansas lottery’s website.

(B) If there are two to 20 top prize winners, the annuitized payment option will be the prize described in paragraph (a)(1)(A) divided equally by the total number of top prize winners. The minimum annuitized prize value for this prize category will be $50,000.00 per year for life. Any of these winners may choose the cash option as an alternative to the annuitized payment option. The amount of the cash option for this category will be the amount of the top prize cash option divided by the total number of top prize winners.

(C) If there are 21 or more top prize winners, except as otherwise set forth in these rules, the grand prize cash option shall be split equally among all top prize winners, and shall be paid in one lump sum cash payment, without an annuitized payment option. The minimum prize value for this category shall not be less than the lowest tier prize paid in that respective drawing.

(D) If paid in a lump sum cash payment, all top prize amounts will be rounded to the nearest whole dollar.

(2) Except as provided in these rules, the second prize (prize level number 2) winner will be paid $100,000.00 a year for life. A second prize winner may request the cash option, which shall be $2,200,000.00 unless a different amount is agreed to between the selling lotteries and posted on the Kansas lottery’s website. Under certain circumstances, as detailed below, the second prize is required to be paid in a single lump sum cash payment and no annuitized payment option is available. Depending upon the number of second prize winners per a drawing, the following rules apply:

(A) If there are one to 20 second prize winners, the annuitized prize value will be $100,000.00 per year for life. Any of these one to 20 second prize winner(s) may choose the second prize cash option as an alternative to the annuitized payment option. The amount of the cash option for this prize will be the amount of the second prize cash option divided by the total number of second prize winners.

(B) If there are 21 or more second prize winners, except as otherwise set forth in these rules, the second prize liability shall be capped at an amount determined by the selling lotteries and posted on the Kansas lottery’s website, which amount shall be split equally among all second prize winners, and shall be paid in a single lump sum cash payment, without an annuitized payment option. The minimum prize paid to each winner in this category shall not be less than the lowest tier prize paid in that respective drawing.

(C) The winner(s) of the second prize who do not request the cash option shall be paid their appropriate second prize share on an annual basis for a minimum period of 20 years.

(D) If paid in a lump sum cash payment, second prize amounts will be rounded to the nearest whole dollar.

(3) Except as provided in these rules, the third prize level (prize level number 3) will be paid as a $7,500.00 set prize.

(4) Except as provided in these rules, the fourth prize level (prize level number 4) will be paid as a $500.00 set prize.

(5) Except as provided in these rules, the fifth prize level (prize level number 5) will be paid as a $250.00 set prize.

(6) Except as provided in these rules, the sixth prize level (prize level number 6) will be paid as a $50.00 set prize.

(7) Except as provided in these rules, the seventh prize level (prize level number 7) will be paid as a $25.00 set prize.

(8) The eighth and ninth prize levels (prize level 8 and 9) will be paid as an $8.00 set prize.

(b) The holder of a winning game ticket shall be entitled only to the prize won by matching the winning numbers in the highest matching prize category.

(c) The Kansas Lottery shall withhold taxes and other required withholdings in accordance with applicable federal and state laws.

(d) To be a valid game ticket and eligible to receive a prize, a winning game ticket or registered play shall satisfy all the requirements established for the validation of winning game tickets sold through the Kansas Lottery’s online gaming system. The Kansas Lottery shall not be responsible for game tickets that are fraudulently created, fraudulently obtained, or altered in any manner.

(e) The following rules apply only to top prize and second prize payments:

(1) The measuring life as defined in these rules shall be determined at the time the top prize or second prize is claimed. In the event annuitized prize payments are assigned, if allowable under Kansas law, or assigned by a court order, the measuring life at the time the top prize or second prize was claimed shall not change or limit or extend the number of annuitized payments due any assignee, whether court-ordered or otherwise.

(2) An annuitant shall be paid their prize on an annual basis for life, or for a guaranteed annuity period of 20 years, whichever is longer.

(3) In the event of the death of an annuitant during the guaranteed annuity portion, the Kansas lottery may accelerate the payment of all the remaining lottery proceeds to the estate of the winner.

(4) If the annuitant dies during the annuity payment period but after the guaranteed annuity portion, all payments shall stop.

(f) The seven lowest tier prizes shall be paid in one single cash payment. Prizes shall be rounded to the nearest whole dollar. The Kansas lottery may begin paying these prizes after receiving notice from the selling lotteries that the draw close process has completed.

(g) The following table details the game’s statistical information:

111-5-258. Disputes. In the event a dispute between the Kansas lottery and a game ticket bearer occurs as to whether the game ticket or registered play is a winning ticket, and if the disputed prize is not paid, the Kansas lottery may, solely at its option and in its discretion, reimburse the game ticket bearer the purchase price of the ticket. This shall be the game ticket bearer’s sole and exclusive remedy. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-5-259. Applicable law. In purchasing a game ticket or registered play, the following provisions apply:

(a) The purchaser agrees to comply with and abide by all applicable laws and final decisions of the Kansas lottery, as well as all rules established for the conduct of the game.

(b) Decisions made by the Kansas lottery, including the declaration of prizes, the payment thereof, and the interpretation of these game rules shall be final and binding on all purchasers and on every person making a claim in respect thereof. In the event of conflict between the game rules and the applicable laws, the applicable laws shall control.

(1) Shall be subject to and resolved in accordance with the laws, rules and regulations of the state of Kansas; and,

(2) Must be brought in and strictly limited to the courts located within the state of Kansas. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-5-260. Multi-Draw. (a) In addition to a single play for each $5.00, a player may also have his or her selections entered in multiple drawings. Multi-draw tickets must be purchased for consecutive drawings beginning with the next drawing. This is done by marking one of the multi-draw boxes designated by 2, 3, 4, 5, 7, or 10 on the play slip. The additional draw period(s) for which the ticket is valid will then appear on the computer-generated ticket given to the player by the retailer or on the player’s registered play.

(b) A player must pay an additional $5.00 per play for each additional drawing in which he or she wishes to play.

(c) Unless one of the multi-draw boxes is marked and the additional amount paid, the play will only be eligible for the current drawing.

(d) A player may purchase only the same numbers on the same boards for multiple drawings. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-5-261. Subscriptions. (a) At the time of purchasing a registered play, a player may elect to purchase a subscription.

(b) The cost of a subscription shall be $5.00 per play for each remaining drawing in the month in which the player subscribes.

(d) Seven days before the first drawing in the next month after subscribing, the player will be charged an amount calculated pursuant to paragraph (b) for that month according to the terms and conditions of the player loyalty program defined in K.A.R. 111-18-1, et seq. If the player does not have sufficient funds to complete the purchase, the Kansas lottery may at its sole discretion contact the player to resolve the issue or allow the subscription to expire.

(e) The Kansas lottery may pause or decline to renew a subscription at any time for any reason. The lottery may at its sole discretion cancel a subscription and refund the player for any remaining drawings during a subscribed month. A player may elect not to renew a subscription at any time for any reason.

(f) The Kansas lottery may require a player to demonstrate a regular presence in Kansas between subscription periods prior to renewing a player’s subscription. (Authorized by and implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-222. Fill the Freezer Drawing. (a) The Kansas lottery may conduct a “Fill the Freezer Drawing” in which four Kansas lottery players will win the prize package listed in subsection (d). The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on January 5, 2026, and ending at 11:59 p.m. on March 29, 2026. The drawing will be conducted sometime after entry into the drawing has closed but before noon on April 2, 2026, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 1611 player loyalty club points are required for a PlayOn member to enter once into the “Fill the Freezer Drawing.” A player may enter the drawing as many times as the player’s points allow but may only win one prize in this drawing.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The prize packages shall consist of the following:

(1) 21.3-cu.ft. Frost-Free Garage Ready Upright Freezer;

(2) 9-piece Helena Series BBQ Knife Bag Set;

(3) Two Kansas City Steak Experience Packages, each package includes: 4 Filet Mignons (6 oz.), 4 Boneless Ribeyes (10 oz.), 4 KC Strip Steaks (10 oz.), 4 T-Bone Steaks (16 oz.) and Kansas City Steak Company Seasoning;

(f) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(g) By entering the drawings, entrant agrees to PlayOn terms and conditions.

111-19-223. X Family Bonus Drawings. (a) The Kansas Lottery may conduct promotional drawings for each of the six instant ticket games listed in subsection (b) entitled “X Family Bonus Drawings” awarding cash prizes to players selected as winners. Entries into the drawings will be accepted beginning at 12:01 a.m. on the day the instant tickets are first offered for sale to the general public and ending at 11:59 p.m. on September 27, 2026. The drawings will be conducted sometime after entry into the drawings has closed but before noon on October 1, 2026, at which time the winners will be announced.

(b) The specific tickets eligible for entry into these drawings shall be the following Kansas Lottery instant ticket games: $1 “10X” game number 476; $2 “20X” game number 477; $5 “50X” game number 478; $10 “100X” game number 479; $20 “200X” game number 480; and $30 “300X” game number 481.

(c) A player shall enter the drawings through the Kansas Lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “X Family Bonus Drawings” promotion. The player may enter the required data from the entry ticket manually for entry into the drawings. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawings using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using the app, the player will receive one entry into the drawings based on the specific ticket.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The first entrant selected in each drawing shall be the winner of a cash prize.

(1) The first drawing conducted shall be from among the entrants in the $1 10X, game number 476, drawing. The cash prize awarded to the first entrant selected in the first drawing shall be $1,000.

(2) The second drawing conducted shall be from among the entrants in the $2 20X, game number 477, drawing. The cash prize awarded to the first entrant selected in the second drawing shall be $2,000.

(3) The third drawing conducted shall be from among the entrants in the $5 50X, game number 478, drawing. The cash prize awarded to the first entrant selected in the third drawing shall be $5,000.

(4) The fourth drawing conducted shall be from among the entrants in the $10 100X, game number 479, drawing. The cash prize awarded to the first entrant selected in the fourth drawing shall be $10,000.

(5) The fifth drawing conducted shall be from among the entrants in the $20 200X, game number 480, drawing. The cash prize awarded to the first entrant selected in the fifth drawing shall be $15,000.

(6) The sixth drawing conducted shall be from among the entrants in the $30 300X, game number 481, drawing. The cash prize awarded to the first entrant selected in the sixth drawing shall be $20,000.

(e) There is no limit on the number of tickets a player may enter. A player may win more than one drawing.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting a winner and the claiming of the prize shall be followed. The Kansas Lottery is not responsible for electronic malfunction or player error.

(g) By entering the promotion, entrant agrees to PlayOn terms and conditions.

(h) Winners are responsible for any state and federal taxes.

111-19-224. Kansas Speedway April 2026 Drawing. (a) The Kansas lottery may conduct a drawing entitled “Kansas Speedway April 2026 Drawing.” The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on January 5, 2026, and ending at 11:59 p.m. on March 8, 2026. The drawing will be conducted sometime after entry into the drawing has closed but before noon on March 12, 2026, at which time 30 winners will be announced.

(b) Only registered PlayOn members may enter the “Kansas Speedway April 2026 Drawing.” PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 802 player loyalty club points are required for a PlayOn member to enter once into the drawing. A player may enter the drawing as many times as the player’s points allow but may only win once in this drawing.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed, except as follows: in this promotion, 20 alternates shall be selected.

(e) The prize packages shall consist of the following:

(1) The Kansas lottery shall award each winner two tickets for each day of the Kansas Lottery 300 Race on Saturday, April 18, 2026, and the AdventHealth 400 on Sunday, April 19, 2026;

(2) One double occupancy hotel room at Margaritaville Hotel Kansas City for the evenings of April 17, 18 and 19, 2026;

(3) Transportation between the hotel and Kansas Speedway;

(4) Food and other amenities at the Kansas lottery winners’ suite at Kansas Speedway;

(5) $400 cash; and

(6) State and federal mandatory income withholding taxes paid by the Kansas lottery.

(f) Each prize package is valued at approximately $4,011.34.

(g) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.

(h) Each person who enters the drawing agrees to release Kansas Speedway Corporation, its parent and affiliated companies, the Kansas Lottery and their respective officers, directors, employees, agents, and sponsors from liability of any kind or nature for any loss, claims, damages, or injuries of any kind associated with participation in the drawing or with acceptance and use of any prize. Winners shall comply with the terms and conditions associated with each portion of any prize, including all venue policies, and shall follow the directions of lottery staff and event security.

(i) In the event any race in the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(j) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(k) A player must have a smart phone to accept speedway tickets.

(l) By entering the drawing, entrant agrees to PlayOn terms and conditions.

Article 23.—SPECIFIC eINSTANTS RULES

111-23-32. “Locomotion Loot” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Locomotion Loot.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-32.

(b) The “play symbols” for this game are as follows:

Prize and bonus prize symbols shall be randomly assigned at the time of purchase and may appear in any combination that equals any prize described in paragraph (i).

(c) For this game, five “Winning Numbers” and nine “Your Numbers” shall appear on each game and shall remain dim until the game is purchased by the player as described in paragraph (f). Once the player purchases the game, purchased play areas may be highlighted with additional or brighter animations to assist in playing the game.

(d) Each pool shall consist of 1,000,000 shares and consist of a single denomination as defined by the prices in paragraph (e).

(e) The price for a share of this game shall be $1.00, $2.00, $5.00, $10.00, $20.00, or $30.00.

(f) “Locomotion Loot” is a key number match game. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e) and then pressing the “Play” icon. The player may reveal the play and prize symbols in the play area by manually clicking on each symbol, or by clicking on the “Reveal All” icon. If the player matches any play symbol in the “Winning Numbers” area to any play symbol in the “Your Numbers” play area, the player wins the prize below that number and a new row of three “Your Numbers” symbols will appear. If the player reveals the “Train Ticket” symbol, the player will instantly win the prize shown below that symbol and then it shall be replaced by a new “Your Number” symbol, giving the player another chance to win. If the player reveals three “Bonus Token” symbols, the player will play a bonus game. In the bonus game, the player will click a wheel to reveal a number of bonus reveals, then return to the game to keep playing with a new set of symbols for each reveal. Any rows added for matching play symbols during the bonus reveals will remain until the player is out of bonus reveals. The player will win the total of all the prizes won during the game and bonus game.

(g) The total number of prizes and bonus prizes in any winning game may be variable but shall equal any prize described in paragraph (i).

(h) This lottery game shall consist of approximately 6,000,000 shares, with each pool of approximately 1,000,000 shares defined by a single denomination. Additional orders shall have the same prize structure, the same number of prizes per prize pool of 1,000,000 shares, and the same odds as were contained in the initial order.

(i) Each prize shall be calculated by multiplying the prize multiplier by the game denomination. The expected number and value of prizes in this game shall be as follows:

111-23-33. “Kansas Cashout” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Kansas Cashout.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-33.

(b) The “play symbols” for this game are as follows:

A player may purchase up to five play areas at a time, which shall all be of the same denomination and consist of a vertical row of three play symbols and which shall remain dim until selected or purchased by the player as described in paragraph (e). Once the player purchases the game, purchased play areas may be highlighted with additional or brighter animations to assist in playing the game.

(d) Each pool shall consist of 5,000,000 shares and consist of a single denomination as defined by the prices in paragraph (e).

(e) The price for a share of this game shall be $1.00, $2.00, $3.00, $5.00, or $6.00.

(f) “Kansas Cashout” is a key number match game with a bonus play feature. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e) and then selecting between one and five play areas to play at the time of purchase. If a player purchases multiple play areas, each play area will consist of a separate share defined in paragraph (h). The player may purchase the game by pressing the “Play” icon. The player may reveal the play and prize symbols in the play area by manually clicking on each symbol, or by clicking on the “Reveal All” icon. If the player matches any play symbol in any play area to the play symbols in the “Winning Numbers” area, the player will win the prize shown below that number. If the player reveals a “X2,” “X3,” “X5,” or “X10” symbol, the player’s prize will be multiplied by that amount. If the player reveals three “Horseshoe” symbols in one or more play areas, the player will play a wheel bonus game. If the player reveals three “Star” symbols, the player will play an expander bonus game. In the wheel bonus game, the player will click a wheel to reveal three multipliers. If all three multipliers are the same color, the player will click the wheel again. The player’s prize will be their purchase price multiplied by the total of all the multipliers revealed in the wheel bonus. In the expander bonus game, the player will flip tiles to reveal a multiplier or another symbol. If a player reveals a symbol of a “Flip Arrow,” the player will flip the tile again. If the player reveals a symbol of a “Chevron,” the player will gain additional tiles to flip. If the player reveals a symbol of a “Triangle,” the player will increment any multipliers currently displayed. If the player reveals a “Storm” symbol, any multipliers currently displayed will increment with any additional flips. The player will continue flipping tiles until they do not have any “Flip Arrow” symbols remaining. (g) The total number of prizes and bonus prizes in any winning game may be variable but shall equal any prize described in paragraph (i).

(h) This lottery game shall consist of approximately 25,000,000 shares, with each pool of approximately 5,000,000 shares defined by a single denomination. Additional orders shall have the same prize structure, the same number of prizes per prize pool of 5,000,000 shares, and the same odds as were contained in the initial order.

Article 301.—SPECIFIC LOTTERY FACILITY GAMES AT LOTTERY GAMING FACILITIES

111-301-79. Play and payouts. (a) Before play begins, all cards shall either be shuffled by an automatic shuffling device or manually shuffled by the dealer. If manually shuffled, after the cards have been shuffled, the dealer shall offer the stack of cards to a player to be cut. The player may cut the cards by placing a cutting card provided by the dealer. The cut card shall be placed in the stack so there are no fewer than approximately 52 cards on either side of the cut card.

(b) Before any cards are dealt, each player wishing to participate in that round of play must place a blackjack wager within the limits posted at the table and may make an optional Push 22 side wager.

(c) At the commencement of each round of play, the dealer shall deal one card to the dealer face down, and then starting on the dealer’s left and continuing around the table, deal the cards in the following order:

(1) One card face upwards to each spot on the table game layout in which a wager is contained; and

(2) One additional card face down to the dealer, at which time the dealer shall turn the dealer’s first card face up and place it on top of the dealer’s second card.

(d) Whenever the first card dealt to the dealer is an ace, each player shall have the right to make an insurance bet which, except as otherwise provided herein, shall win if the dealer’s second card is a king, queen, jack or 10 and shall lose if the dealer’s second card is an ace, 2, 3, 4, 5, 6, 7, 8, or 9. An insurance bet may be made by placing on the insurance line of the table game layout an amount up to one-half the amount bet on the player’s original blackjack wager.

(e) If the dealer’s face up card is an ace, king, queen, jack or 10, then using the peeking device at the table, the dealer will then check the dealer’s second card to determine if it constitutes a blackjack. If the dealer has a blackjack, the dealer will turn the dealer’s first card face up, collect all original blackjack wagers and Push 22 wagers, and pay all insurance wagers at odds of two to one, at which time that round of play is over.

(f) If the dealer does not have a blackjack, the dealer will collect all losing insurance wagers. Beginning with the player to the dealer’s left, the dealer shall then have each player indicate whether the player wishes to stand by maintaining their current hand, hit by requesting an additional card or double down by wagering any additional amount up to the total sum of wagers the player already has in play at that time. This process shall be repeated until the player stands or the cumulative point value of the player’s hand exceeds 21. If the player’s first card is an ace, the player shall only receive one additional card. If the player’s hand constitutes a blackjack, no double down is allowed. No splitting of pairs is permitted.

(g) If the player’s hand constitutes a blackjack, the player shall immediately be paid at odds of three to two.

(h) As each player indicates the player’s decision(s), the dealer shall deal face upwards additional cards, if any, necessary to effectuate such decision.

(i) If the cumulative point value of a player’s hand exceeds 21, the player’s blackjack wager shall be collected, the dealer shall remove that player’s cards from the table game layout and that player shall not participate further in that round of play, except a Push 22 wager made by that player shall remain in play and will be settled at the appropriate time.

(j) After the decision(s) of each player has been implemented and all additional cards have been dealt, the dealer shall turn the dealer’s second card face up. If needed, the dealer shall then draw additional cards to the dealer’s hand face up until the dealer has:

(1) A hard total of 17, 18, 19, 20, or 21, whichever comes first; or

(2) A soft total of 18, 19, 20, or 21, whichever comes first.

(k) All remaining wagers shall then be settled as follows:

(1) If the cumulative point value of the dealer’s hand is less than the player’s hand or if the cumulative point value of the dealer’s hand exceeds 21, the player’s blackjack wager shall be paid at the odds of one to one;

(2) If the cumulative point value of the player’s hand is less than the dealer’s hand and the dealer’s hand has a cumulative point value of 21 or less, the player’s hand shall lose, and the dealer shall collect the player’s blackjack wager;

(3) If the cumulative point values of the dealer’s and player’s hands are equal, the hands will be a push and the player’s blackjack wager will be returned to the player; and

(4) If the cumulative point value of the dealer’s hand is anything other than 22, each Push 22 wager shall lose, and the wagers shall be collected by the dealer. If the cumulative point value of the dealer’s hand is exactly 22, the dealer shall pay each Push 22 wager at odds of eleven to one. 111-301-80. Name of the game; rules and regulations. The Kansas lottery may conduct a lottery facility game at the Boot Hill Casino & Resort in Dodge City, Kansas, entitled “Double Hook Poker.”

The rules and regulations for the game of “Double Hook Poker” are contained in K.A.R. 111-301-80 through 111-301-86, and applicable generic rules are contained in K.A.R. 111-201-1 et seq. (Authorized by K.S.A. 2025 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-301-81. Object of game. Double Hook Poker is a poker-based game in which one or more players have multiple wager options. Players are dealt three cards that are used along with one of the two two-card stacks of community cards to make the highest-ranking poker hand possible. Double Hook Poker is played with one deck of 52 cards, the backs of which cards shall all be identical in appearance. Each deck of playing cards shall consist of 13 value cards, ace, 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, and king, in each of four suits, hearts, spades, diamonds, and clubs. 111-301-82. Definitions. The following words and terms, when used in the Southwest Kansas Lottery Gaming Zone and pertaining to the game of Double Hook Poker, shall have the following meanings unless the context clearly indicates otherwise:

(a) “Ante” or “ante wager” means an initial wager, separate from but equal in amount to the player’s blind wager, required to be made prior to any cards being dealt in order to participate in the round of play.

(b) “Blind” or “blind wager” means an initial wager, separate from but equal in amount to the player’s ante wager, required to be made prior to any cards being dealt in order to participate in the round of play.

(c) “Community card” means any of the cards contained in the two two-card stacks dealt face down in the center of the table, with either stack of cards to be used by each player together with the player’s own three cards to form the best possible five-card poker hand.

(d) “Fold” means the withdrawal of a player from a round of play by discarding his or her three cards and not making a play wager, except that a player’s side wagers, if any, will remain in play.

(e) “King’s crest wager” means an optional side wager that will pay the player per an established pay table if the four community cards include one, two, three or four kings.

(f) “Play wager” means a wager made after three cards have been dealt to each player, which wager can be made before the community cards are turned face up.

(g) “Push” means a tie or draw.

(h) “Rank” or “ranking” means the relative position of a card or group of cards as set forth in K.A.R. 111-301-83, “Double Hook Poker hand rankings.”

(i) “Round of play” or “round” means one complete cycle of play during which all players playing at the table have been dealt a hand, have folded or wagered upon it, and have had their wagers paid or collected.

(j) “Suit” means one of the four categories of cards: club, diamond, heart, or spade, with no suit being higher in rank than another. (Authorized by K.S.A. 2025 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-301-83. Double Hook Poker hand rankings. (a) The rank of the cards used in Double Hook Poker, for the determination of winning hands, in order of highest to lowest rank, shall be: ace, king, queen, jack, 10, 9, 8, 7, 6, 5, 4, 3, and 2. All suits shall be considered equal in rank. Notwithstanding the foregoing, an ace may be used to complete a “straight flush” or a “straight” formed with a 2, 3, 4, and 5.

(b) The permissible poker hands at the game of Double Hook Poker, in order of highest to lowest rank, shall be:

(1) “Royal flush” is a hand consisting of an ace, king, queen, jack, and 10 of the same suit, except that for purposes of settling a pair plus wager a royal flush is a hand consisting of an ace, king and queen of the same suit;

(2) “Straight flush” is a hand consisting of five cards of the same suit in consecutive ranking, except that for purposes of settling a pair plus wager a straight flush is a hand consisting of three cards of the same suit in consecutive ranking;

(3) “Four-of-a-kind” is a hand consisting of four cards of the same rank regardless of suit;

(4) “Full house” is a hand consisting of three-of-a-kind and a pair;

(5) “Flush” is a hand consisting of five cards of the same suit, not in consecutive order, except that for purposes of settling a pair plus wager a flush is a hand consisting of three cards of the same suit;

(6) “Straight” is a hand consisting of five unsuited cards of consecutive rank. except that for purposes of settling a pair plus wager a straight is a hand consisting of three unsuited cards of consecutive rank;

(7) “Three-of-a-kind” is a hand consisting of three cards of the same rank;

(8) “Two pairs” is a hand consisting of two pair; and

111-301-84. Wagers. (a) All wagers at Double Hook Poker shall be made by placing gaming chips or, if applicable, a match play coupon on the appropriate betting areas of the table layout. A verbal wager accompanied by cash shall not be accepted.

(b) All ante, blind, and optional side wagers shall be placed prior to the dealer dealing the hand. Except for a play wager, no wager shall be made, increased, or withdrawn after the dealer begins to deal the hand.

(c) Upon placing an ante wager and a blind wager, a player may also place a king’s crest side wager by placing a wager on the designated betting area of the layout. The outcome of the king’s crest wager shall have no bearing on any other wager made by the player.

(d) Upon placing an ante wager and a blind wager, a player may also place a pair plus side wager by placing a wager on the designated betting area of the layout. The outcome of the pair plus wager shall have no bearing on any other wager made by the player.

(e) Play wagers shall be made in accordance with the provisions set forth in these rules.

(f) Only players who are seated at the Double Hook Poker table may place a wager at the game. Once a player has placed a wager and received cards, that player must remain seated until the completion of the round of play.

(g) A player shall not be permitted to wager on more than one player position at a Double Hook Poker table. (Authorized by K.S.A. 2025 Supp. 74-8710 and K.S.A. 74-8748; implementing K.S.A. 2025 Supp. 74-8710; effective, T-111-12-5-25, Nov. 12, 2025.)

111-301-85. Play. (a) All wagers at Double Hook Poker are made by placing gaming chips on the appropriate betting areas of the gaming table layout. Prior to the first card being dealt, each player must make an ante wager and a blind wager equal in amount to the ante wager. Prior to the first card being dealt, each player also has the option of making a king’s crest side wager, a pair plus side wager, or both side wagers.

(b) After the cards are shuffled, the dealer shall place face down the first stack of two community cards on the designated area of the gaming table layout followed by placing face down the second stack of two community cards on the designated area of the gaming table layout.

(d) Players shall then have the choice to either fold or make a play wager. If the player folds, the player will lose the player’s ante and blind wagers but shall still be eligible for any side wagers made. If the player places a play wager, the wager must be one, two, three or four times the amount of their original ante wager.

(e) After all players have made their choice to fold or make a play wager, the dealer shall turn both stacks of community cards face up. If any king’s crest side wagers were made, the dealer shall then settle those wagers.

(f) Moving from the dealer’s right to left, the dealer shall then turn each player’s three cards face up and combine each player’s cards with the first and second community card stacks. The dealer shall then determine the highest-ranking poker hand that can be achieved using the player’s cards and one of the two community card stacks, pay any winning wagers based on the paytable and collect any losing wagers.

(g) If any pair plus side wagers were made, the dealer shall then settle those wagers.

(h) Minimum and maximum wagers are posted at each table and are determined by supervisory casino operations personnel.

111-301-86. Payouts. (a) All ante and play wagers win if the player’s hand consists of a pair of jacks, a pair of queens, a pair of kings, a pair of aces, or higher-ranking hand. All winning ante and play wagers are each paid at odds of 1 to 1. All ante and play wagers that consist of a pair of 6s, 7s, 8s, 9s or 10s shall push. All other hands shall lose the ante and play wagers. These payouts do not include the return of the player’s original wager.

(b) All winning blind wagers are paid in accordance with the following odds:
