Article 1.—REGIONAL SYSTEMS OF COOPERATING LIBRARIES

54-1-8. Provision for free service. Libraries participating in a regional system of cooperating libraries shall permit any citizen of the territory comprising the system to borrow materials or receive services without charge, subject to reasonable local library rules. A regional system of cooperating libraries shall not restrict the services and funding it provides to one of its participating libraries based on this provision unless ordered by the state library of Kansas board. When a system board believes one of the system’s participating library’s rules are unreasonable or discriminatory, the system board may bring the matter to the state board for review. Any action by the state board on the matter shall be binding on both the participating library and its regional system of cooperating libraries. 54-1-15. Same: transfer of property. In the event a participating library should petition the state library of Kansas board for withdrawal from the regional system of cooperating libraries, the system board may provide a list of property purchased with system funds by or for the petitioning library that the system board requests be returned to the system. This list shall be provided to the state board at least 30 days before the state board’s hearing on the withdrawal petition. If the withdrawal is permitted by the state board, the state board shall issue an order instructing the petitioning library to return property to the system that the state board deems reasonable. For the purposes of this regulation, property may include books, furniture, equipment, or other property.
