Notice of Hearing on Proposed Administrative Regulations
A public hearing will be conducted at 2:00 p.m. February 24, 2026, in Room 1200A, of the Eisenhower State Office Building, 700 SW Harrison, Topeka, Kansas, to consider the adoption of proposed changes to the existing rules and regulations of the Department of Administration.
This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed rules and regulations. All interested parties may submit written comments prior to the hearing to the Office of Accounts and Reports, Attn: Jennifer Efird, 700 SW Harrison, Suite 300, Topeka, KS 66603, or by email to jennifer.efird@ks.gov. All interested parties will be given a reasonable opportunity to present their views orally regarding the adoption of the proposed changes during the public hearing. In order to provide all parties with an opportunity to present their views, it may be necessary to request that each participant limit any oral presentation to five minutes.
Any individual with a disability may request accommodation in order to participate in the public hearing and may request the proposed regulations and economic impact statement in an accessible format. K.A.R. 1-16-6, 1-16-8, 1-16-15, and 1-16-18 set reimbursement methods for State of Kansas employees traveling on official business. Kansas uses subsistence rates based on the U.S. General Services Administration (GSA) Federal Travel Regulations, which are reviewed quarterly. The state adopted these federal rates on January 1, 2016, retaining quarter-day meals and incidental reimbursements for the first and last travel days. The proposed amendments change this approach to a flat 75% of the applicable meals and incidental expense (M&IE) rate for the first and last day of travel, aligning Kansas policy with federal regulations.
The proposed amendment to K.A.R. 1-16-18 clarifies same-day travel meal reimbursement. The current rule, created in 2002, provides a meal when employees travel three or more hours beyond their regular workday. Code of Federal Regulations per diem rules allows reimbursement only when an employee is in travel status for more than 12 hours. The amendment updates Kansas regulations to align with federal per diem guidelines.
The Department of Administration notes that M&IE reimbursements under the current quarterly method versus federal first and last day rates may favor either the agency or the traveler resulting in minimal economic impact to the State of Kansas.
