Notice to Contractors
Sealed bids, in single copy, will be received until 10:00 a.m. (Central Time) April 21, 2026, at the Pottawatomie County Conservation District, 501 State St., Westmoreland, KS 66549, and at that time publicly opened. Bids are for the construction of improvements, including primary spillway replacement, to Site 68 as outlined in the project plans. Site 68 is located in Sec 15, Township 8 South, Range 8 East, Pottawatomie County, Kansas.
The proposed work includes, but is not limited to the following main bid items; Excavation 5,690 cubic yards; Earthfill, 4,700 cubic yars; 18” PVC, 160 linear feet; Concrete Riser; Rip Rap, 1250 tons; Seeding.
All bids must be accompanied by bid bond, certified check, cashier’s check, money order, or cash in an amount not less than five percent (5%) of the amount bid.
The successful bidder will be required to execute a formal contract and furnish performance and payment bonds in amounts of 100% each of the total amount of the contract. Corporations executing the bonds as sureties must be among those appearing on the US Treasury Department’s list of approved sureties.
All work shall be completed within 60 calendar days after the date of the Notice to Proceed. A penalty of $500 per work day will be charged against the contractor for each work day required to complete this contract in excess of the 60 calendar days given to complete the contract. Notice to Proceed shall be issued at the contractor’s request, however it shall be issued no later than October 1, 2026 (late start date).

Copies of the plans and specifications will be available for inspection by prospective bidders at the Watershed District Office (Pottawatomie County Conservation District). Copies may be purchased from the project engineer at a charge of $50 per set to cover postage and production costs, due and payable upon contractor’s receipt of the plan documents. Bids will not be accepted if payment in full is not made by the time of bid opening. Electronic copies are available for no charge through the Project Engineers Office Plan Room at http://www.cesgroup.biz/plan-room/. Three (3) sets of plans and specifications for each site will be provided to the successful bidder upon execution of the construction contract at no additional charge.
