Notice of Application

The Kansas Department of Health and Environment (KDHE) received an application from Prairie Landfill, LLC, a subsidiary of Allied Waste Systems, Inc., for Permit #0394, currently operated by N.R. Hamm Quarry, LLC, to be transferred to their name. The landfill site is located at 16984 3rd St., Lawrence, KS 66044. No changes to the permit documents or facility operations are planned at this time.

KDHE has reviewed the permit transfer application and found it to be in conformance with the state solid waste statutes and regulations.

KDHE is providing public notice of their intent to issue this permit transfer to Prairie Landfill, LLC. However, a final decision to issue the permit has not been made, and KDHE will consider information gathered during the public comment period before making a final decision. A copy of the permit application and draft permit will be available for public review at http://www.kdhe.ks.gov/676/ from December 18, 2025 through January 18, 2026, and during normal business hours at the following location:

Anyone wishing to comment on the proposed permit transfer should submit a written statement by 5:00 p.m. January 18, 2026, to Vibha Ramesh of KDHE at the address listed above, or via email to vibha.ramesh@ks.gov. Comments that are postmarked by January 18, 2026 and received within one week thereafter will also be considered.
