Notice of Water Quality Certification

The Kansas Department of Health and Environment (KDHE) has drafted a water quality certification per Section 401 of the Clean Water Act (CWA) requested by Mr. Dan Jones for Holliday Sand and Gravel, Inc. Per the United States Army Corps of Engineers(USACE) CWA Section 404 Public Notice No. NWK-2025-00363 April 18, 2025 Public Notice–Missouri River Commercial Dredging, Renewal for 2026 to 2031, found at https://www.nwk.usace.army.mil/Media/Public-Notices/. The request concerns Holliday Sand and Gravel, Inc.’s proposal to dredge sand and gravel from specific locations within the St. Joseph segment of the Missouri River (River Miles (RM) 391 to 499) and the Kansas City segment of the Missouri River (from the Kansas-Missouri border at RM 367.4 to RM 391). In the St. Joseph segment, the company proposes to dredge up to 330,000 tons annually from RM 391.0 to 395.0, and from RM 413.0 to 458.75 and up to 144,000 tons annually from RM 357.0 to 391.0 in the Kansas City segment. Once removed hydraulicly from the river channel, the material is loaded on barges and shipped to their St. Joseph Plant #8 on the Missouri side of the river or their sand plant located in Riverside, Missouri (River Mile 371.8). The purpose for this activity is to provide building materials for regional use.”

The draft certification and additional information containing the link to the USACE Public Notice is posted on the KDHE website at https://www.kdhe.ks.gov/1095/Section-401-Water-Quality-Certification on or before October 23, 2025. Persons wishing to comment on the referenced draft document must submit their comments in writing by email to the Kansas Department of Health and Environment at KDHE.NPS@ks.gov by November 18 2025, if they wish to have their comments utilized in final determinations for 401 regarding this public notice.
