Article 4.—INSTANT GAMES AND DRAWINGS
111-4-3547. 2025 Kansas State Fair second-chance drawing. (a) The Kansas lottery may conduct a second-chance drawing in conjunction with the Kansas State Fair event giving away five $500 cash prizes. The drawing will be on September 18, 2025, and the winners will be announced on September 19, 2025.
(b) To enter the drawing, a player shall purchase one or more Kansas lottery tickets with a total value of at least $20 in a single transaction at the Kansas lottery’s selling location at the Kansas State Fair. A player may purchase lottery products during the hours the Kansas lottery selling location at the Kansas State Fair is open to the public beginning September 5, 2025, through September 14, 2025. For each qualifying purchase, the player will be given an official entry form by the representative selling the ticket(s). A player shall complete the entry form in a legible manner and deposit the entry form into receptacles designated for the purpose of this drawing no later than 2:00 p.m. on September 14, 2025. Only one name shall appear on an eligible entry.
(c) After the close of entries, the entry forms shall be transported by Kansas lottery security officials, or a security designee as appointed by the security person on duty, in a sealed container from the selling location at the Kansas State Fair to Kansas lottery headquarters and secured until the drawing occurs.
(d) On the designated date, the drawing shall be conducted by a drawing official designated by the executive director of the Kansas lottery in accordance with the Kansas lottery’s established drawing procedures.
Five entries shall be drawn. The person whose name appears on each valid entry drawn shall be the winner of a prize described in these rules. After five entries have been drawn and verified as valid, five more valid entries will be drawn, one at a time, which entries drawn will serve as alternate entries. The alternate entries will be marked in the order drawn, 1A, 2A, 3A, 4A, and 5A.
Each person who is selected as a prize winner in the drawing described above, will be sent an email with an electronic claim form attached, followed by the same documentation sent by U.S. mail. That winner must return his or her completed claim form, electronically, by U.S. mail, or hand-delivered to the Kansas lottery claims center, and the claim form must be received by the Kansas lottery within 10 business days following the date the winners are announced. If the prize winner cannot be located, is declared ineligible, or fails to return the completed claim form in the allotted time, the prize will be awarded to the first alternate winner drawn. In the event an alternate winner is awarded a prize, that alternate winner must return his or her completed claim form, electronically, by U.S. mail, or hand-delivered, and the claim form must be received by the Kansas lottery within 10 business days following the date the alternate winner was sent a claim form electronically or by U.S. mail or another alternate will be selected until all alternates, in the order drawn, are exhausted. The Kansas lottery is not responsible for electronic malfunction or player error.
(e) There is no limit on the number of entries a person may make, but a person may only win one $500 prize.
(f) Eligible entrants in the 2025 Kansas State Fair second-chance drawing must be 18 years of age or older.
(g) The Kansas lottery shall not be responsible for any lost, destroyed, mutilated, illegible, or altered entries into the Kansas State Fair drawing. Illegible or incomplete entries shall be discarded.
(h) Rules applicable to this drawing are contained in K.A.R. 111-4-3547, K.A.R. 111-3-1 et seq., and K.A.R. 111-6-1 et seq. (c) For this game, a play/prize symbol shall appear in 34 play spots within the play area or areas.
(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 149.
(e) The price of instant tickets sold by a retailer for this game shall be $2.00 each.
(f) “Chillin’ with my Gnomies” is a key number match game with an instant win. The player will scratch the play area to reveal four “WINNING NUMBERS” and 15 “YOUR NUMBERS” with a prize amount below each of the “YOUR NUMBERS.” If a player matches any of the “YOUR NUMBERS” to any of the “WINNING NUMBERS,” the player wins the prize shown below that number. If a player reveals a symbol of a Christmas tree, the player instantly wins $20.
(g) Each ticket in this game may win up to 15 times.
(h) Approximately 1,200,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 150,000 tickets, and the same odds as were contained in the initial ticket order.

111-15-3. Game description; retail sale of tickets. (a) “Holiday Millionaire Raffle” is a raffle drawing which offers a total of 150,000 online tickets available for sale. Each ticket shall bear a ticket number on the face of the ticket. The Kansas lottery will conduct three “Holiday Millionaire Raffle Early Bird Drawings” according to the following schedule, unless delayed by reasons determined by the executive director to be beyond the reasonable control of the Kansas lottery:

For each Early Bird drawing, one ticket number will be drawn to determine the winner of an Early Bird drawing prize. A ticket must be purchased by 6:59 p.m. the day of the Early Bird drawing to be eligible for that drawing. In the event a ticket wins a prize in an Early Bird drawing, the ticket will remain eligible for any remaining drawings, including the final drawing held on January 4, 2026. For the final drawing an electronic drawing machine shall randomly select a total of 5,645 winning numbers. A player wins by exactly matching his or her ticket number to a winning number that was selected in the drawing. The first winning number selected during the drawing process shall be the grand prize winner. The second winning number selected during the drawing process shall be the second prize winner. The third winning number selected during the drawing process shall be the third prize winner. The next two winning numbers selected during the drawing process, which shall be drawn in the order of the fourth winning number and fifth winning number, shall be the fourth prize winners. The next 10 winning numbers selected during the drawing process, which shall be drawn in the order of the sixth winning number through the 15th winning number, shall be the fifth prize winners, and the next 30 winning numbers selected during the drawing process, which shall be drawn in the order of the 16th winning number through the 45th winning number, shall be the sixth prize winners. The next 800 winning numbers selected during the drawing process, which shall be drawn in the order of the 46th winning number through the 845th winning number, shall be the seventh prize winners. The next 4,800 winning numbers selected during the drawing process, which shall be drawn in the order of the 846th winning number through the 5,645th winning number, shall be the eighth prize winners. To play the “Holiday Millionaire Raffle,” a player shall purchase a “Holiday Millionaire Raffle” ticket which bears a ticket number on the face of the ticket.
(b) A “Holiday Millionaire Raffle” ticket shall sell for $20.
(c) Tickets shall not be sold to any person under the age of 18 years. Each retailer may require a person purchasing tickets to produce proof of age.
(d) Each ticket shall be purchased from a terminal operated by a retailer.
(e) All tickets sold by a retailer shall be a “computer pick” or “quick pick” ticket.
(f) A validated ticket shall be the only proof of a game play. The only method of claiming a prize or prizes shall be the submission of the original winning ticket to and receipt of said ticket by the lottery or its authorized agent.
(g) The only guaranteed methods of checking a ticket to determine whether the ticket bears a winning number shall be through the Kansas lottery ticket checker machines, or submission of a ticket to the Kansas lottery or an authorized retail agent.
(h) A ticket shall not be voided or cancelled by returning the ticket to the selling retailer, including tickets that are printed in error. Exchange tickets shall be printed by the lottery for Early Bird drawing winners.
(i) Ticket sales will begin at 4:00 a.m. central time on September 1, 2025.
(j) Ticket sales will end at 6:59 p.m. central time on January 4, 2026, or whenever all tickets that are available for sale are sold, whichever comes first.
(k) The game will officially close at 6:59 p.m. on January 4, 2026, or whenever the 150,000th ticket is sold, whichever occurs first.
(l) After the drawing official has verified the game is closed, the final drawing shall be conducted at a secure location under conditions and procedures promulgated by the executive director of the lottery.
(m) Each player shall have the sole responsibility for verifying the accuracy and condition of the data printed on the ticket. The purchase of a ticket is done at the player’s own risk through the online retailer who is deemed to be acting on behalf of the player in entering the play or plays.
(n) For any reason or under any circumstance, the liability of the Kansas lottery or its agents shall be strictly limited to a refund of the amount of the ticket purchase price.
(o) Winning ticket numbers shall be made available to the public on or about noon, January 5, 2026. Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES
111-19-212. Winter Cash Bonus Drawings. (a) The Kansas Lottery may conduct promotional drawings for each of the five instant ticket games listed in subsection (b) entitled “Winter Cash Bonus Drawings” awarding cash prizes to players selected as winners. Entries into each drawing will be accepted beginning at 12:01 a.m. on the day the instant ticket associated with the drawing is first offered for sale to the general public and ending at 11:59 p.m. on February 1, 2026. The drawings will be conducted sometime after entry into the drawings has closed but before noon on February 5, 2026, at which time the winners will be announced.
(b) The specific tickets eligible for entry into these drawings shall be the following Kansas Lottery instant ticket games: $1 “Happy Holidays” game number 465; $2 “Chillin’ With My Gnomies” game number 466; $5 “Full of $500s” game number 467; $10 “Peppermint Payout Multiplier” game number 468; and $20 “Merry Money Multiplier Bonus” game number 469.
(c) A player shall enter the drawings through the Kansas Lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “Winter Cash Bonus Drawings” promotion. The player may enter the required data from the entry ticket manually for entry into the drawings. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawings using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using the app, the player will receive one entry into the drawings based on the specific ticket.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed. The first entrant selected in each drawing shall be the winner of a cash prize.
(1) The first drawing conducted shall be from among the entrants in the $1 Happy Holidays, game number 465, drawing. The cash prize awarded to the first entrant selected in the first drawing shall be $1,000.
(2) The second drawing conducted shall be from among the entrants in the $2 Chillin’ With My Gnomies, game number 466, drawing. The cash prize awarded to the first entrant selected in the second drawing shall be $5,000.
(3) The third drawing conducted shall be from among the entrants in the $5 Full of $500s, game number 467, drawing. The cash prize awarded to the first entrant selected in the third drawing shall be $10,000.

111-19-214. Kansas Basketball Experiences drawing. (a) The Kansas lottery may conduct two “Kansas Basketball Experience” drawings entitled “Jayhawk Drawing 1” and “Jayhawk Drawing 2.” The Kansas lottery will accept entries into the drawings beginning at 12:01 a.m. on September 22, 2025.
(b) Only registered Kansas lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(c) A total of 1,238 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as the player’s points allow, but may win only one prize package in each drawing.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) For “Jayhawk Drawing 1,” the Kansas lottery shall award 3 prize packages. Entries into the drawing will close at 11:59 p.m. on October 12, 2025. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 16, 2025, at which time the winners will be announced.
(1) The Kansas lottery shall award the first two winners drawn season tickets for two people in Section E, Row 4, and a parking pass for the 2025-26 Kansas University men’s basketball season. Each prize package is valued at approximately $6,190.14;
(2) The next winner drawn will receive season tickets for two people in Section 14, Row 15, and a parking pass for the 2025-26 Kansas University men’s basketball season. Each prize package is valued at approximately $4,500.00.
(f) For “Jayhawk Drawing 2,” the Kansas lottery shall award one prize package. Entries into the drawing will close at 11:59 p.m. on January 11, 2026. The drawing will be conducted sometime after entry into the drawing has closed but before noon on January 15, 2026, at which time the winner will be announced.
(1) The Kansas lottery shall award the winner drawn a flyaway trip experience to one Kansas University men’s basketball away game in February 2026, or March 2026 as mutually agreed upon by Jayhawk Sports and approved by the Kansas lottery. The trip prize package shall include: commercial air transportation for two people on an airline and from an airport approved by the Kansas lottery; two nights’ hotel accommodations to be determined by Jayhawk Sports and approved by the Kansas lottery; two game tickets; $250 Uber gift card; $1,000 visa gift card; two jerseys; and mandatory state and federal income withholding taxes paid by the Kansas lottery. Each prize package is valued at approximately $5,347.88.
(g) Any entry that is not selected in the first drawing or one that is selected as an alternate, but not awarded a prize, shall be automatically entered into and eligible to win a prize in the second drawing.

111-19-215. K-State Basketball Experiences drawing. (a) The Kansas lottery may conduct two “K-State Basketball Experiences” drawings entitled “K-State Basketball Experience Drawing 1” and “K-State Basketball Experience Drawing 2.” The Kansas lottery will accept entries into the drawings beginning at 12:01 a.m. on September 22, 2025.
(b) Only registered Kansas lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.
(c) A total of 1,070 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as the player’s points allow, but may win only one prize package in each drawing.
(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.
(e) For “K-State Basketball Experience Drawing 1,” the Kansas lottery shall award two prize packages. Entries into the drawing will close at 11:59 p.m. on October 12, 2025. 111-23-24. “Triton’s Treasures” eInstant lottery game. (a) The Kansas lottery may conduct an eInstant lottery game entitled “Triton’s Treasures.” The rules for this game are contained in K.A.R. 111-22-1 et seq. and 111-23-24.
(b) The “play symbols” for this game are as follows:

Once the player purchases the game, purchased play areas may be highlighted with additional or brighter animations to assist in playing the game.
(d) Each pool shall consist of 1,000,000 shares and consist of a single denomination as defined by the prices in paragraph (e).
(e) The price for a share of this game shall be $1.00, $2.00, $5.00, $10.00, $20.00, or $30.00.
(f) “Triton’s Treasures” is a key number match game. The player may purchase a share of this lottery game by selecting a denomination defined in paragraph (e) and then pressing the “Play” icon. The player may reveal the play and prize symbols in the play area by manually clicking on each symbol, or by clicking on the “Reveal All” icon. If the player matches any play symbol in the “Winning Numbers” area to any play symbol in the “Your Numbers” play area, the player wins the prize below that number. If the player reveals the “Triton” symbol, it shall be replaced by either the “Clam” symbol, the “Number Swap” symbol, or the “Repeater” symbol. If the player reveals the “Clam” symbol, the player shall win the prize shown inside the clam instantly. If the player reveals the “Number Swap” symbol, all non-winning numbers in the play area will be replaced with new numbers, giving the player additional chances to win. If the player reveals the “Repeater” symbol, all of the non-winning numbers in that column will be replaced with winning numbers. If the player reveals three “Treasure Chest” symbols, the player will play a bonus game. In the bonus game, the player will click on any one of 16 treasure chests. If the treasure chest reveals a “Gold Coin” symbol, the player will advance the prize ladder. If the treasure chest reveals an “X Coin” symbol, one of three vases will break. The player will continue clicking treasure chests until they reach the end of the prize ladder or break all three vases. When the bonus game ends, the player will win total amount displayed in the prize ladder. Each bonus game will win a prize.
