Request for Grant Applications

I. Overview

The State of Kansas, Department for Aging and Disability Services (KDADS) was awarded a Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Training (CSAT) grant. One-time supplemental Substance Abuse Block Grant (SABG) funding is available through the American Rescue Plan Act of 2021. The purpose of the grant awarded to Kansas is to expand dedicated testing and mitigation resources for people with substance use disorders. These funds will provide resources and flexibility for states to prevent, prepare for, and respond to the coronavirus disease 2019 (COVID-19) public health emergency and ensure the continuity of services to support individuals connected to the behavioral health system. Funding available is $346,260. Grant funding must be expended by or before September 30, 2025.

II. Purpose

The purpose of this Request for Application (RFA) is to partner with one or two community partner(s) to identify, align, and implement COVID-19 testing and mitigation strategies in order to expand dedicated testing and mitigation resources for people with substance use disorders. Federal resources to inform planning will be the Centers for Disease Control and Prevention (CDC) guidance for mitigation strategies (https://www.cdc.gov/coronavirus/2019-ncov/community/communitymitigation.html#table1), the ARP Resources that Support COVID Testing and Mitigation Measures PowerPoint by SAMHSA (Attachment A), and the guidance letter dated 8-10-21 to SSA (Single State Authority) Directors from SAMHSA that includes examples of allowable expenditures (Attachment B). Grantees will be expected to work with the state (Kansas Department for Health and Environment (KDHE) and KDADS) as needed.

Using peer mentors when possible, grantees will promote and assist those with behavioral health needs or are in recovery to access existing COVID-19 testing clinics (https://www.coronavirus.kdheks.gov/280/COVID-19-Testing) or coordinate with the state (KDHE/KDADS) and local health departments to set-up new testing clinics where those with Behavioral Health (BH) needs access or are in recovery live such as Oxford Houses, CROs, or Club Houses.

When working with this population where untreated behavioral health needs may exist, the contractors will screen, assess, and coordinate treatment for the individual. There are also several behavioral facilities still experiencing closures due to COVID. Many people with behavioral health needs do not have a safe place to quarantine and providers have expressed that it is difficult to get people to return to treatment after quarantine. Where possible, contractors will assist providers with finding safe locations for people to quarantine and assist with hotel costs for those without a safe place to quarantine as funding is available. Also, by using peer support where possible, contractors will assist providers when needed in reengaging people in treatment after quarantine.

Please be advised that the federal funding for this project has only been guaranteed through September 30, 2025.

III. Eligibility

  1. KDADS invites Kansas nonprofit 501(c)(3) organizations to submit proposals in response to this RFA. Eligible organizations must be licensed by KDADS as substance use disorder treatment providers.
  2. Selected applicants shall sign a Notice of Grant Award, an agreement that KDADS will provide. The proposal submitted to KDADS shall become part of the Notice of Grant Award.
  3. Applicants are required to have a DUNS number at time of submission of funding proposal. This number is a unique nine-digit identification number provided by Dun & Bradstreet. It may be obtained at no cost at http://www.fedgov.dnb.com/webform or by calling 866-705-5711. Verification of the DUNS number must be submitted as part of the funding proposal.
  4. This funding opportunity is the result of an award to KDADS by the U.S. Department of Substance Abuse and Mental Health Services Administration (SAMHSA). Organizations sub-awarded funding via this RFA are expected to abide by the requirements SAMHSA has set forth in the ARP Resources that Support COVID Testing and Mitigation Measures PowerPoint by SAMHSA (Attachment A), and the guidance letter dated 08/10/2021 to SSA (Single State Authority) Directors from SAMHSA that includes examples of allowable expenditures (Attachment B).
  5. Minimum Qualifications of Proposers. To qualify for a contract award, a proposer must have the following minimum qualifications:
    • Kansas Business License (issued by the Office of the Secretary of the State);
    • KDADS Substance Use Disorder Licensed Provider;
    • Kansas non-profit organization (see Application Cover Sheet);
    • Experience implementing services of similar complexity;
    • Capacity to submit required data to KDADS in a manner that is timely and accurate; and,
    • Capacity to implement and begin all services within one month of receiving notification of award and complete services by September 30, 2025.

IV. Terms of the Grant

The project phase for these sub-awards will be March 1, 2022 through September 30, 2025. All funds must be expended by September 30, 2025.

V. Deliverables and Reporting

Grant recipients will be required to submit a monthly report of activity by the 20th of each month to the KDADS SUD-Block Grant Program Manager, as well as a final summary report addressing the results reached at grant term end on October 20, 2025.

In addition, a financial report provided by KDADS shall be completed monthly, documenting all expenditures for the previous month, and submitted for reimbursement by the 20th of each month until all awarded funds are exhausted for the grant. The final report shall be expected on October 20, 2025.

VI. Overview of Grant Awards

Proposals may be submitted by the deadline of 5:00 p.m. January 24, 2022, with specifics of proposed activities to meet the purpose of this sub-award as requested above.

VII. Notification of Grant Awards

Awards will be announced by email February 21, 2022.

VIII. Application

  1. Instructions:

    2. Complete the required cover sheet and submit with a Project Narrative(s).
    3. Applications must consist of a Project Narrative and a Proposed Budget (be concise but complete):
      • the boundaries of the areas to be served and communities of focus;
      • an explanation as to why the areas were selected (current service needs and gaps within the area);
      • any demographic data to support your selection, cite your sources;
      • methods planned for addressing the outcomes/goals;
      • the organization’s proven Kansas experience in this area(s) with identified populations;
      • how data will be collected and reported back to KDADS;
      • a general timeline for completion of the project;
      • a proposed budget which includes personnel and fringe benefits, travel, supplies, and/or other related expenses.
    4. Format the Project Narrative using one-inch margins at the top, bottom, and both sides; a font size of 12 point; and sequentially paginated pages.
    5. Please adhere to any funding limitations that may be listed within the project description.
  2. Only U.S. Food and Drug Administration (FDA) – approved products and methods may be purchased with APRA funds.
  3. Grants are intended to fund practices that have a demonstrated evidence base and that are appropriate for the population(s) of focus. An evidence-based practice (EBP) refers to approaches to prevention, treatment, or recovery that are validated by some form of documented research evidence.
  4. Funds may not be expended through the grant or a sub-award by any agency which would deny any eligible client, patient, or individual access to their program because of their use of FDA-approved medications for the treatment of substance use disorders.
  5. Funds may not be used, directly or indirectly, to purchase, prescribe, or provide marijuana or treatment using marijuana. Treatment in this context includes the treatment of opioid use disorder. Funds also cannot be provided to any individual who or organization that provides or permits marijuana use for the purposes of treating substance use or mental disorders. See, e.g., 45 C.F.R. § 75.300(a) (requiring HHS to “ensure that Federal funding is expended...in full accordance with U.S. statutory...requirements.”); 21 U.S.C. §§ 812(c) (10) and 841 (prohibiting the possession, manufacture, sale, purchase, or distribution of marijuana). This prohibition does not apply to those providing such treatment in the context of clinical research permitted by the DEA and under an FDA-approved investigational new drug application where the article being evaluated is marijuana or a constituent thereof that is otherwise a banned controlled substance under federal law.
  6. The grantee agrees to abide by all state, federal, and local laws, rules and regulations prohibiting discrimination in employment and controlling workplace safety. Any violation of applicable laws, rules or regulations may result in termination of this grant.
